Rock Hill Zoning, York County Rules and SC811
Fence height and placement are set locally in South Carolina. Inside the city, the City of Rock Hill's zoning ordinance regulates fences in its Section 5.3, the city runs a fence permit application, and its Planning and Development Department is the office to ask about your address. Outside the limits, York County's rules apply, and Fort Mill and Tega Cay each have their own. The height limit changes with the zoning district and with whether the fence is in a front yard or on a corner lot, so ask for the number that applies to your address.
Rock Hill also has Historic Overlay Districts, and the city's fence permit page lists a Certificate of Appropriateness as a separate application for a fence inside one. If your house is in one of the older in-town neighborhoods, ask the city whether that applies before choosing a style.
